There has been something of a movement in the PSL lately about local coaches not being given the same opportunities as foreign coaches, especially after a series of sackings already this season.
Several local coaches have recently made their disapproval known as local clubs continue to hire foreign mentors, but Tovey believes both local and foreign coaches can help make each other better.
"Everywhere in the world local coaches exist, so you must be better than them," Tovey tells KickOff.com.
"CAF are trying to equivalent our courses with the rest of the world."
Asked if it was possible for PSL teams to be coached by only South African-born coaches, 'Mokoko' replied: "Why not? But it cannot be a regulation.
"We must improve to be better and have an attitude and confidence that we are. In some cases there are many better than the foreigners coaching in our leagues."
But Tovey says stopping foreign coaches from coming to Mzansi is a not a solution.
"You can't do that, everywhere in the world in business you can't stop foreigners coming. You can't put a regulation on that.
"So that's it, foreign coaches are coming all the time, like we want our coaches to go overseas.
"So are you going to say now you are going to stop the technical director of Botswana, Serame Letsoaka... or Thabo Senong must not be coach of Lesotho?"
